USAID/Nigeria’s Monitoring & Evaluation Management Services (MEMS) II project provides support to the Mission and its Implementing Partners in performance management, evaluation and learning across a wide range of activities in the USAID Program Cycle, and in development and implementation of knowledge management tools.

Monitoring & Verification (M&V) Consultants (Mid-level)

Tasks: 

  1. Conduct site visits to identified primary, secondary or tertiary health facilities and/or communities receiving PEPFAR support, to verify reported data utilizing standardized checklists.
  2. Collate and report checklist results for potential follow up

Qualifications:

Required:

  • BSC in Biological Sciences, Social Sciences, Business, Accounting, Statistics or related field and a minimum of 3 years working in a professional environment.
  • Excellent in written and spoken English language, and at least one Nigerian national language

Preferred

  • Experience working with USAID or other donors in Nigeria
  • Experience with HIV/AIDS & TB prevention & treatment programs

Health Site Surveyors (Mid-level)

Tasks: 

  1. Participate as surveyors during site visits to primary, secondary or tertiary health facilities receiving PEPFAR support
  2. Conduct questionnaires integrated into a comprehensive site improvement monitoring system (SIMS) under the supervision of Senior M&E Advisors
  3. Upload survey results into a portal-based database

Qualifications:

Required:

  • BSC in Biological Sciences, Social Sciences, Business, Geography, Accounting, Statistics or related field and a minimum of 3 years working in a professional environment.
  • Excellent in written and spoken English language, and at least one Nigerian national language

Preferred:

  • Experience working with USAID or other donors in Nigeria
  • Experience with HIV/AIDS & TB prevention & treatment programs

Monitoring & Evaluation (M&E) Advisors (Senior Level)

Tasks:  

  1. Conduct site follow-up visits to primary, secondary or tertiary health facilities receiving PEPFAR support , to conduct in-depth data quality assessments (DQAs)
  2. Oversee and participate as senior technical experts in site visits to primary, secondary or tertiary health facilities receiving PEPFAR support , to conduct in-depth questionnaires integrated into a comprehensive site improvement monitoring system (SIMS)
  3. Prepare written reports on DQA and SIMS findings, with recommendations for follow up actions, as needed
  4. Participate in evaluations and assessments of HIV/AIDS & TB projects and programs as senior technical advisors

Qualifications:

Required:

  • MD,  MPH or MSC in biology or related field and a minimum of 5 years working in a professional environment
  • Excellent language capability in English and at least one Nigerian national language

Preferred

  • Experience working with USAID or other donors in Nigeria
  • Experience with HIV/AIDS & TB prevention & treatment programs in Nigeria
  • Experience contributing to donor project and program evaluations and assessments

 JOB TITLE: Program Manager

Duties and Responsibilities

  • Take lead in the design and implementation of the political party strengthening and empowerment programs
  • Take lead in the design of training programs and materials and implementation of capacity building activities for political party development and political empowerment
  • Organize stakeholder dialogues, develop training materials
  • Track and brief staff /consultants on the political and policy developments, legislative changes, technical developments in the country that affect the organization’s activities and/or objectives

  • Provide technical assistance in capacity building, planning, implementation,  monitoring, and evaluation to the organization’s implementing partners and target group

Qualifications and Experience

  • Master’s degree preferred in governance, development, social sciences, or project management
  • At least 10 years work experience (5 years at management level)
  • Strong understanding of Nigeria’s political system and political parties
  • Institutional capacity building experience, project design and implementation, monitoring and evaluation skills desirable
  • Training experience specifically manual design, organizing and conducting training
  • Experience with evaluation and impact reporting to donors
  • Experience in building and fostering relationships as well as capacity to communicate fluently with different stakeholders (civil society, media, government, political parties and staff)
  • Proven integrity, objectivity and professional competence; demonstrated sensitivity to cultural diversity, PWD and gender issues

JOB TITLE: M & E Specialist

Duties and Responsibilities

  • Lead the development, implementation and revision of the organization’s  monitoring and evaluation framework
  • Lead the planning and implementation of program reviews, assessments and monitoring
  • Collect data and information on all program activities as required under the performance monitoring plan
  • Collect reports on organization’s activities and assist in securing relevant reports its partners.
  • Prepare and submit reports on M & E activities
  • Identify lessons learnt and implications for program`s next steps.

Qualifications and Experience

  • Minimum of 10 years work experience (5 years of M & E experience) on election / governance projects
  • Bachelor’s degree in political science, international politics, development or related field (Master`s degree or PHD preferred)
  • Experience in the drafting of program implementation plans and performance management plans (PIP / PMP); data collection, data analysis and effective data presentation techniques and developing and maintaining program performance and implementation-tracking tools.
  • Demonstrated ability to produce substantive and clear reporting documents.
  • Knowledge and experience with USG grant and contract proposals, regulations and procedures.
